Mr. McLaughlin is a principal in McLaughlin and McLaughlin, an international project planning and management consulting firm. He provides Program / Project Development / Planning, Program / Project Management, Claim Preparation, Claim Defense and Counterclaim, Litigation Support / Testimony and other similar services. He provides domestic and international clients with EVM planning and management services and advice. He provides training and workshops on a worldwide basis on topics that include planning and management using EVM in large and complex projects.
Mr. McLaughlin has been Program or Project Manager on Hydrogen Plant, Sulphur Recovery Plant, Data Center Program, Refinery Retrofit and Pharmaceutical Manufacturing. In addition , he has provided services in the following project types:, Carbon Monoxide Plant, Melamine Production, Ethanol Production, LNG Terminal, LNG Production, Desulphurization Facilities, Power Generation (gas fired, geothermal) and others.
Over the past several years, Mr. McLaughlin has performed or managed approximately 10 major contract claims and disputes assignments. These matters were worldwide with applicable law being English, Swiss, New York, Texas, California, and Bahraini. The issues included delay, acceleration, disruption/productivity, changed work/variations, and scope of work. The scope of services included entitlement and pricing/quantum. Clients were both Owners/Employers and Contractors.
He is certified PMP and a licensed General Contractor in California. He is a member of PMI including EVM and COS Communities of Practice. Further, he is a member of Society of Construction Law, American Bar Association and The State Bar of Texas (Construction Law Section). Mr. McLaughlin holds a BS (US Naval Academy), MS (Catholic University of America) and MBA (The Wharton School).
